Why allocations differ
Amateur radio frequencies are coordinated by the ITU across three regions, but each country's telecommunications authority sets the actual allocations within those ITU limits. Region 2 (the Americas) gets 7.0-7.3 MHz on 40 meters. Region 1 (Europe, Africa, Middle East) only gets 7.0-7.2 MHz because the upper 100 kHz is allocated to broadcasting in those countries.
This matters when you're listening on 7.25 MHz and hear a US station calling CQ. If you're in the UK, you can hear them but can't respond on that frequency; it's outside your allocation. The comparison table makes these gaps visible at a glance.
Power limits
Power limits vary wildly by country and license class. The US allows 1500W PEP for all license classes (the band access changes, not the power). The UK caps Foundation at 10W and Full at 400W. Japan caps 4th class at 20W and even 1st class at 1000W. Australia caps Advanced at 400W.
